But you know, I sort of agree with you. Politicians are like IT Managers. They can be warned of a looming crisis but will do nothing until the issue reaches crisis proportions - then they act. I always found I scored more points through brinksmanship, ie. by allowing an incipient crisis to develop, and then pulling their arses out of the fire at the last moment.
