Yup raider you are correct  lots of government failures . If the Government would have acted on any of these attacks, might have prevented the towers being downed.

no he shouldn't even be killed maybe 40 years- life in prison but not death  he didn't kill any 1

I don't have too much of a problem with life, no parole other than the cost. At that point it is pretty obvious that society has absolutely no use and no expectation for any real "reformation" for the convict. In all seriousness it's time to put them down in that case.
