The fully movable elevator trim is not really a great benefit except in very fast dive speeds where the exceptional air movement against wing profile prevents the elevators from functioning normally. I'm not sure if 109 was capable of those speeds even in a power dive, though.
It also has a marginally lower drag when trimmed compared to a fixed design but again nothing worth the effort.
Rall refers only to a habit of the 109 drivers to trim the 109 slightly aft heavy so they could more readily make a tight turn with less control force. The elevator in 109 was rather small so in slow speed it was advisable to trim the elevator plane "down" ie. "aft heavy" so the elevators would remain effective despite the slow speed.
So, it was not a secret weapon or anything, just a needed feature to keep the elevator effective and its use does not really "show" in flight.
