Fleets - How Would I Make Them Static?

Hello guys!

I have a question...

I made this terrain, it has many fleets. Now some of them need not to move, they have to stay in the same spot at all times, so I didn't set a path for them. While in the game, the players can still take command of them and move them around, the thing is I do NOT want them to take command of those certain fleets.

Is there a way to make sure no one can take command of these fleets, and move them around? I mean they can take off from the carrier if they want to, or they can manouver the guns and such on those fleets, but I want the fleets to stay put on the same spot no matter what. So, no one can move them at any time. How would I go about doing that?

The only way I know of so far is if your ship is within 2 miles of any land you can't input points thus you can't make the cvtg group move.

Well that's exactly what I've done before posting here, but that is more like a trick, I tought that there would be a more "technical" way to do it. Anyway two of those fleets were still moving if someone would've take command of them, and they were very close to the land mass, after that I brought them even closer, and yes they didn't move anymore, that's why I was looking for a definite way to disable them from moving.

However, if there is no other way that works for me, as I actually use the fleets to guard some islands, so I placed them really close of the land mass and therefore they cannot move, none of them moves anymore.
