This has only been going on since the dawn of time. Repair chains do it. Dealerships do it. Mom & pop shops do it. Bodyshops do it. Doesn't make it right though..
If you want it done right... well, you should know the rest.
Bodyshops may just be the worst. There's a massive blackmarket for airbags. In addition to that, they'll order all the OEM parts from a dealership's wholesale operation, get the invoice, turn it into the insurance company, return all the parts to the dealership, and buy everything aftermarket super-cheap. Puts a few grand in their pocket illegally.
