Sorry but that would be a Blue state.
Red States want you to take responsibility for yourself and learn moral values while Blue States want to make excuses for everything that people want or don't want to do.
example:
Student fails required English classes.
Red State's response: Kid does not graduate until they retake classes and pass.
Blue State's response: Kid (who just happens to be illegal) goes to court and sues the School corp. and wins because Blue state judge thinks it's not fair to fail kids. Especially illegal kids.
