Someone already guessed it right: "Real Men"

Its got James Belushi and John Ritter in it.  Its a screwey story about the Russians and US goverment fighting over a choice beteen "The big gun" and "Care package" that the "UFOs" are offering.  The governments both want the big gun in spite of the fact that all life on earth will die out in 10 years unless they get the care package.
