Buildt during ww2... 1942 i belive.

Official story says that its a good design to provide natural cooling to the building mass. Some say the other buildings next to it represents bombers going over to germany (swastika building)

Maybe snopes has the story, I read it on a norwegian news site. Apparently american bloggers have had fun with it over the last few weeks.
