Ever since patch 3 my frame rate is horrible. I went from like over 100 down to 8 even 1. I have tried adjusting things but still cant seem to fix it.

I did a total new re-install about patch 1 or 2. I then added things back like my settings. My hunch it was something in my sound files. I have even added some of my old sounds back with no frame rate problems.

Assuming your system is optimized (I'm assuming 'caus you were at 100), delete you cache folder and restart the game. It may be a corrupt cache file.
One thig that has really helped my performance. Not related to your issue but, I restricted my max frame rate to 60. Thus leaving additional CPU cycles for other uses. Humans really cannot visually perceive frame rates over 60. (most movies are 40 fps)

Heck, I would just rename the HTC folder, then do a fresh install and see if it cures the issue. Then copy over files from the 'settings' folder until it breaks.
Custom sounds seem to be an issue with some computers. Not sure why though.
