Agreed; 60 degrees C is way WAY to hot for idle temps. And that's coming from me: someone who tells others that if their loaded temp is in the mid 50's then they're OK.
OK, so some things to check:
1. All the fans are spinning, correct?
2. Do the fans start to spin faster when things get hotter? They should. Or at least the CPU fan should.
3. Is the CPU heatsink securely fastened to things? Can you grasp the cooler and easily wiggle it around? If so, then it is lose, and it needs to be secured.
4. Was there some heatsink paste between the cooler and the CPU? There should have been. If not, buy some; preferably Arctic Silver, matching the CPU you have.
5. There IS some way for fresh air to get to your computer, right? I mean, it isn't stashed behind a door in your desk, right?
