He's comparing the conceptualization and construction of a monument that is designed to commemorate 9/11, honor its heroes and its innocent, not to mention replace one of the greatest corporate edifices in human history,all in a way that will remain timeless for all of foreseable human history, to cleaning a giant open sewer.
What they're doing in Battery Park requires time, consideration and care(you can say whatever you want about the chosen design, but the point is valid). Futhermore, it is not, as of now, an essential element of the city. Life will go on without it, which gives them ample time to do it right. What they should be doing in New Orleans should be done as fast as possible because life
can't go on without it. That's the difference.
The guy was on the defensive, and instead of addressing the issue, decided to make a crude, irrelevant reference to a completely dissimilar situation.
