I think that was back in the early '90s and he was in a ferrari.  the japanese are even more nationalistic than we Americans.  he incriminated himself by taking a photo of the speedo.  this guy could be nailed as well if you count the seconds it takes to blast past each light pole and you know the separation between each pole you will be able to calculate what his speed really was.

Isn't that the video of the Japanese guy in the exotic that was selling the video for $200 a pop on the internet until he was arrested?

I remember that video. It was an f-40, doing somewhere close to 200 mph, with the speedo in the corner of the video. He sold something like 10,000 copies of the video before getting busted.
