When I was driving my grandfather from Portland, Oregon to Palm Springs, California... we drove through an area that wants to form its own state.  Its the southern portion of Oregon and a small chunk of northern California.

The basic justification is that the lightly poplulated area does not have adequate representation on a state level nor on a federal level.  Since most of the population of California is in the outhern portion of the state... and most of Oregon's citizens occupy the northern portion of the state.  Both states can vote in legislation affecting this area without getting a single aproving vote from that area.

Just kinda gets you started on a series of "what if"s.

Surround Palm Beach/Miami area with enough explosives to blast it out into the Atlantic Ocean. We'd then make it a U.S. territory like Puerto Rico and get back to 49 states. It'd solve many problems in SE FL, i.e. drugs, crime, voting discrepancies...
