Flickering shadows

I've been getting those wierd flickering shadows while otd. I remember this issue from some time ago & thought it was fixed. Now it seems to be back.

I have been getting the same issues whee it seems the terrain is pulsating. I changed my graphic detail settings and have no virus or background programs running. I use a Gig  video card so I should not be having to many display prolems at all.

As far as i can tell, that flickering shadow has never been gone.
