From the command line... IPCONFIG /RELEASE... and then IPCONFIG /RENEW  

takes a few seconds then for DHCP to give you a new address lease

Never tried it with an ISP based DHCP service though but assume it has to work because the "release" part is a command to your own computer after which it starts to broadcast to any DHCP server than can "hear" it until it gets a reply. If no reply comes it gives itself an APIPA address in the 169.x.x.x range. I replied to the thread in the computer harware/software forum with the impression he had a local router leasing addresses via DHCP.  Whatever, this reply was just to answer the "what's the command" question.
