I thought ENY was determined to some extent by how much the plane was flown (i.e., its popularity).  I vaguely recall something about that somewhere, but I could be wrong.

You may be thinking about perks. I believe (and I admit...I could be wrong :)) that the ENY value of a plane is based on how dominatant the plane can be versus the other planes. That's why the late war planes have a lower ENY than the early war planes.

The perk system is used to prevent the 'overusage' of very dominant late war planes that were only of limited availability in WW2. Well, at least that is my understanding.

IIRC, some planes were adjusted a while back due to usage, and I think the values for some were adjusted again after the new arena setup.

most notably C205 & P51B which had an ENY of about 40 before the arena changes
