They're trying to do the same thing in Oregon (A blue state). This is not partisan politics. It has nothing to do with it.

In Oregon, it's even better. There's a company that's going to build a bypass around a town that's on a highway to the beach. There's a catch though: the company is concerned that they won't see enough revenue from the bypass, so they're asking that a toll be placed on the existing highway too. So... the state governemt is being offered a free highway and the option to make money of a toll on an exisitng highway. It will go up for a vote, fail and get done anyways.

My personal favorite from Oregon is that we voted down a 1.25% "emergency" tax (you know... for schools), but one county decided to impliment it anyways because a majority of it's residents voted for it. A state ballot measure fails, but a county government impliments the tax anyways... the heavily democratic county government.

Is it a problem with republicans? Is it a problem with democrats? Is it a problem with independants? Nah... it's a government that firmly believes it could do a better job if only we gave it more money. That's not partisan pollitics. It's big government.

Hard to believe any locality would ever give up control of its roads to a private toll firm, let alone a foreign private toll firm.

It's all the rage now. That, and selling the state lottery. The politicians involved are looking for a quick way to address a budget crunch but the long-term aspects usually don't look all that good. In Ill. Gov Blago was pushing a lottery sale deal to finance inner city school development to keep a Chicago south side preacher from running against him in the recent election (a blackmail deal). It would have turned financially sour after about a decade or so. As far as I can tell that is stalled for now.

you pay both federal and state tax and probly sales tax on every gallon of gasoline you buy.   It doesn't all go to roads.

But they did divert money directly from roads to law enforcement.
