How to Search for Missing Person?

Hey guys, with all the different occupations and expertise here, I figured somone could point me in the right direction.

Basically, I have a family member that has been missing for 18 years(she was in her mid-thirties at the time) and has not attempted to contact the family whatsoever in the time.  When she was last heard from, she had a different last name due to marriage and had a brief stint in a county jail.  

Our family, just wants to find out where she is/what happened to her either it be death or witness protection.  There just needs to be closure.  We have used various resources, and each time absolutley NOTHING comes up(we're talking exact identification methods here).

Can anyone here make some suggestions?

My wife found her cousin just by doing a simple Google search

For a start, check the Social Security Death Index.  It is a quick way to determine if the SSA has been notified of a person's death.
