Implement the Perk Point modifier into the war bonus for winning the war.  

25 * .50 = 12.5 bonus perks for planes, bombers, vehicles

25 * 2.5 = 62.5 bonus perks for planes, bombers, vehicles

I think this would put some interest on not jumping ship to the winning side and maybe be an incentive for low numbered countries.

Just a suggestion...

Players jumping to the winning side usually donīt get perks for winning the reset.

From HTC Help section:
"a perk point bonus is awarded to players that have been in the winning country for a minimum of 12 hours prior to the end of the war. "

You don't get perks for the re-set if you haven't been on the winning side for something like 24 hours anyway so it really doesn't make sense to switch sides for that purpose.

As far as more perks for winning if outnumbered it's not a bad idea but you already have a perk multiplyer in effect for every flight you make if your side is outnumbered.
I edit a lot of my posts.  Get used to it.
