Based on the planform, swept trailing edge of the wing and turbofan engines forward it's a Soviet Lun, a wing in ground effect (or Ekranoplan) transport.  One was completed with six anti-ship cruise missile launchers on it's back, construction of the second was supposedly ended when the Soviet Union fell.  286 Tons, 242 feet long.  Big but smaller than the Spruce Goose.  The Lun was designed after the famous "Caspian Sea Monster" which was much larger at 550 tons and 330 ft.  The sea monster is what's pictured in Raider's post.

Edit, I take some of that back, it's longer than the Goose, not sure about the weight.  The sea monster is definently bigger.
