since the frame patch the game is ruined for me, frames bounce up and down even in the tower, air, where ever I am they no longer stay in the ranges I had through the beta and prior versions up to this point. I use to suffer frame loss in heavy traffic but not down to the single digits so the game wont play, now in level flight all alone it goes up to the 40-60 range then comes down to the 1-10 range CONSTANTLY. I also tried a new ISP and if some one tells me how I'll run a trace route to see if Im in a bad router but it seems like its a conflict with my video card that wasn't there before. Well I have a 400 mgz CPU, 96 megs ram, and 16 megs of 3D same as when it worked flawlessly.

Frame-rate is independent of your connection.  Your connection may cause some warps but it won't cause your framerate to drop.  

Here's a few starting points to track down the problem:

Have you tried rebooting your computer since this started happening?  

Have you recently installed any other software?

Have you run a virus check recently?

Pappy, is your hard drive also being accessed when your frame-rate drops?  Also, what kind of video card and version of DX do you have?

Yes it does it offline, thats what led me to the video card more or less.

Thanks for the response one and all. I did run a trace that ping plotter program came back in the 0-1 range. I haven't installed anything but will run a check for virus, I'll also update from my DX7 to DX7A, it does this offline so I think the mega monster II vid cards in this thing are the cause, it's just frustrating because it has been working very well. Thanks again

I got it working, I went and downloaded Direct X7A from MS and now its running again. I had DX7 but DX7A did the trick hope this helps anyone else with same problems, and thanks for help.
