The idea that was accepted at the Convention by HTC as the best way of doing it is to make the vehicle flash white, be indestructible, and be unarmed for a set time. Then it would be able to get away from the danger area and get somewhat set up before it could be fired upon, but wouldn't be able to fire until it was vulnerable as well.
