A good network admin monitors network traffic
and would stop this.
(I know i'd never allow it, and if you were caught..my company would most likely fire you, or at least a big time reprimand)
Firewalls can be set up to block
protocols, specific ip's, domains, ports,
etc.
It depends on how the admin sets it up.

A "Personal" firewall is generally not a "REAL" one.
It's hard to make a "REAL" firewall easy to use for the average user.
AtGuard & ZoneAlarm are not bad but they still don't quite come close to a professional one.
A good one should monitor incoming and outgoing data traffic. (As far as I know BlackICE only deals with incoming)
Conseal PC is the closest i've seen for personal use.
