Frankly, I'm surprised you had to ask. It's not acceptable behavior where I live.
I understand constitutionally protected free speech but there are also "community standards". It's legal in most states to run around in public in nothing but your underwear but people, for the most part, don't do it because it dosn't conform to community standards.
Beyond that businesses have the right to deny service to anyone they choose. The guy in his underwear wouldn't get served in a "no shirt, no shoes, no service" establishment, even though he is totally within his legal rights to run around as he pleases (as long as certain "parts" are covered).
As previously mentioned, e-mail your complaint to hightech. It's up to them to decide what their community standards are and to enforce them.
