Would RAF Fighter controllers really scramble F-15's?

The RAF have Tornado F.3's on constant alert for scrambling?

I'd guess the Eagles were allready up and in the general vicinity, just happened to be two of the right sort of aircraft, in the right place at the right time to get a "Please investigate" call.
