Landing Lights added on a historical aircraft. That is/was still flight worthy at the time, my guess.

More then likely a civillian A26 conversion that someone is working towards restoring back to a more military look

There were numerous civillian A26s used as executive aircraft and the like along with the many that were used for fighting forest fires.
