Not at all. Only in the case where a driver did not return would cause the entire computer to lock up. A return can happen with memory stomps in drivers quite easily.
I know the 9x.xx drivers from NVidia have memory leaks in them when running multi-threaded. Windows itself has a small memory leak for each thread it has to kill as well.
Those are just examples. There are also other applications which can interfere with proper cleanup in DirectX when changing to/from primary application.
Again if it was a game/application bug, it would manifest itself in all computers.
