Photoplus 6.0 from Serif. Google it, its free.

The skin has to be historical.

I'd start buy reading what's been posted (using the search button, its in the upper left). Then I'd go read tutorials on how to do things in that program, then I'd try some stuff and learn from my errors.

Not sure about that program, but I know this site has stuff for GIMP(free) and Photoshop (not).

Photoplus you just have to tinker with. Play with things and experiment to see what does what and how.
