its been almost 10 years since I retired so things may have changed but Tattoos were ok upto 98. Only around 94-95 did I start hearing some noises about tatoos that were visible might cause problems.
OTH I did hear of people (2 or 3 in 20 years) getting reprimands for sunburns but only if they were serious enough to cause you to miss a significant amount of work or if your commander was a hardcase.

What happens to this LT depends on the circumstances of his participation, his status, and his command. The article didnt say if he was regular, guard or reserve. At the very least he will probably have to go to a medical board to see if he is fit for duty. He'll probably also be safe if he has enough leave saved up for his recouperation. If his injury affects his deployment status he could have some problems
