If there's no agenda then why is there a requirement to state your race before you can perform a test that that gives a fairly decent guide of your intelligence, level of education and general knowledge to some anonymous person/organisation/government? It's not stated on that test site that I could see, as to an explanation of why they need your ethnicity but just the fact that it's a requirement to give it means there's an agenda of some sort. It may be fairly innocuous... data collection for advertising reasons (I doubt that though) or it could be used to support affirmative action, or some form of extreme social engineering or what Chairboy said. It's pretty cunning; most people probably would give their ethnicity without a second thought. But I bet if it asked for their sexual orientation as well it would be a reason to think twice about it. And as for ignoring it because it's voluntary why give it even that much respect?
