Parking: There is no fee for parking, however, a parking donation of $10 per car requested.

I never understood why places say this.....Okay, so there is no "fee" to park, however, you you request that I "donate" $10 to park...

same thing, no?

I usually see this for non-profit orgs, schools, and such. My guess is that its a tax/permit issue.

a nearby mall donates all revenue from parking meters to various charities.
