No ... your wrong ... it simulates WWII aircraft and vehicles ... the "war" as we see it is only there to incite confrontation and battles.

Like others said ... you want the 2 sided confrontation ... go to the AvA arena.

I remember one game i used to play 9can't remember it if my life depended on it) where it was FOUR sides! Russians, Americas, Japanese, and British all fighting against one another. AH2 is just virtual combat chess. When a side wins a war instead of "Rooks have won the war" or"Bishop won the war" or "Knights won the war", it should say "Rooks CHECKMATE bish and nits"
