This is a problem i have noticed latley since ive got my flaps shot off alot. Seems to affect the -1a model i am really not sure about the others.
The bug is if my flaps are down when i take a hit and one falls off, my plane will fly like that flap is still attached and stuck in the down positions. I have to keep my flap i still have in the same down position it was at when i lost the other flap. If i try to raise flaps all the way up the plane will try to force itself over as if it was missing a half a wing or only 1 flap was down.
I also cannot go past 200 Miles per hour when this happens. According to my damage list I have no other damage at the time of the occurence.
Has anyone else noticed this??

Odd thing is, I didn't notice it in the F4Us until 2.11 was released.

No. When you lose a control surface in Aces High, even though it visually falls off, physically it's just lost control. In the case of flaps, the hydraulics become stuck in their current position. Other surfaces go "limp," aka simply level.

for a few patches, jugs were modeled to actually be missing a healthy portion of wing...plane was really unfightable after that
