Ping Plot to help with Packet Loss

I am having real issues with warping apparently.  I get accused of "cheating" at least once a week (don't even know if that is possible), so I'm posting this in the hopes that the root of the problem will become apparent.  Thanks

Look at hop #4.  It appears to be in your ISP's network.  Ask them about it.  Hopefully they will not just out you off.
