Yah. Lived in Tampa for 20 years, where a dead body once prevented me from using an off-ramp....moved back to VA, more cops per capita than in a big city, but no crime to fight. Perhaps a bit in Roanoke, but certainly not out in the country

CC, I hear ya. It's just that bad press is like crap, It always floats' to the top.

The real debate of that whole thing, though, is that nothing should happen that causes' the bad press to begin with.

of course it wasn't a LEO who killed him.  But it did take a concerted effort on the part of HPD, the Harris County Sheriff's office, the local constable and some rent-a-cops to bungle the investigation, and I'm naturally iunimpressed with the outcome.

No, the offer is being made as a competition to make as many DUI arrests as possible.  As a result:

1.  The offenders do not appear to need to be convicted, only arrested.
2,  As a result of 1. then to win you would need to make as manny arrests as possible
3.  All the additional arrests made in 2. would require ADDITIONAL paperwork and work in general for the officers.

Bottom line is they are being tempted to do a whole bunch of extra work....for $50.
Some will fall in love with life and drink it from a fountain that is pouring like an avalanche coming down the mountain

Cops are used less and less for actual police work.
And more and more as armed gunmen demanding your money as a source of revenue collection.

Hmm, in Bermuda the leo's have to do paperwork on their own time? Over here they get paid to do that. we even pay them to appear in court if you can imagine.

More work for $50 is the bottom line here Shamus.  I don't see why you have a hard time understanding that.  Yes they will get paid to do the work but not any more than they already are.  This incentive scheme is effectively asking cops to do more work for only a $50 incentive.
