Most certainly in the past week or so.  It seems to be quite random, though.  That is gonna make it harder to diagnose.  It's much easier to smoke out a problem if the issue has repeatability and can be compared to a "stable" control group.

Has anyone noticed any patterns?  I cannot.  It's not country, or squad related as far as I can tell.  I've had it happen to me, some of the squad, all of the squad, random countrymen, etc.

That's what it was doing to me. If you keyed up it wouldn't even show. I had every other sound in the game just fine, but couldn't hear any vox, make any beeps, or anything. And it's been very very random.

Played last night for a few hours after my post and didn't have a single issue. Time will tell I guess.

my vox went out last night and is still out today. Rebooting and putting my pc outside the firewall didn't help. I can hear squadies but can't talk on squad or range channel. It doesn't even show that it is trying to transmit. Ventrilo works.

Many sound applications will alter settings in the sound card system Aces High II depends on.  They will do so without warning you.

Check and make sure the microphone is still the primary recording device.
