The funny thing is, you're describing exactly that, a massive government program (which, by its very nature, is guaranteed to be bloated), but then you wave your hands vaguely and say it's not bloated.  The combination of optimism and naivety is formidable.

October, 17th and November, 9th, 2000.

Two Su-24MR recon planes, covered by Su-27 fighters. Pilots were awarded with Hero of Russia medals. They flew over an unprepared flight-deck, American crew started to cut fuel lines thinking they are under real attack.

Wow, doesn't take much to be a hero in Russia these days does it?
