The TV license is kinda weird - a bit of a historical anomoly. Its used to fund the BBC which is officially a public service rather than a commercial organization. It does have advantages though:

1. There are no commercials on the BBC. Nuff said.
2. The BBC can take risks no commercial organization would ever take in its programming - things like The Office or Little Britain would never have seen the light of day otherwise.
3. The quality and imparciality of journalism is would shock most Americans.

All that said, you still need to buy a license even if you have no intention of watching the BBC.

Yeah it does have advantages having no commercials, and being able to be more risque then your regular channel, but we have this in America as well, it's called premium channels like HBO & Showtime, and these channels you only have to pay for if you want them.
