does the new computer have a sound card, either onboard, or add on, what does it have for a video card? Posting the first third of a Dxdiag report would help a lot in figuring out the problem.

Your computer has an onboard Intel video chip.  It is going to limit the performance of the game severely.  You need to update its driver.  Check with Dell for an updated driver.

As the computer also is using a Celeron CPU, you are going to have to be running a very clean system or you will suffer warps and stutters.  The Intel video chip will also contribute to that.
