They're both on the same aircraft... one can't be updated while the other not (it would be a different story if I were comparing the 109 or 190 to the Yak).
They're both viewed on my computer like that.

I'm confused i guess on what your asking.

What i see is the default skin was made at a low resolution or saved down to keep the file size down.

Other one is a nice higher res file.

You can do that? I assumed since the default skin is 256x256 res, all custom skins made for it have to be the same?

You would be amazed at what people can do with files. I'm a graphic designer and also do some pre-press work and some of the stuff that people send in makes me scratch my head. You can tell them how to make and save a file and they still send in low res stuff or they send it back at 72dpi but 300% bigger than what it should be.

Only way to find out what happened is to ask the creator to tell us how he made and saved it.

If you have the high res pack the default Yak skin uses a 1024 res tile with a 256 res picture on it, i.e. each block is made up of sixteen pixels. Its not worth HTC's time to redo the old skin in 1024 res I suppose. Perhaps they should use one of Airmess' skins as the new default until they redo the Yak shape. In fact they could do that with all the old 256 skins. It would make the game look better for anyone who can't run the game with skins loaded.

Yes, you can do a 1024 res skin on anything in the game. In fact the old skins often have a better resolution than the newer ones. They often use two or in the case of the A-20s three 1024 res tiles instead of one. That doubles or triples the effective res right there. Then there is the mirroring that the old skins often incorporate. Mirroring is a pain for skinners. However it does mean that if a skin uses the same panel for the left and right top wing surfaces, then that doubled up surface can be twice the size on the tile. Therefore you get double the resolution on the skin.
