New York, obesity, road signs & quality of roads.

Oh, i need a 5th, missed that part - stupid parking rules.

Nooo problemo, Ny will soon be under water (parts of it anyhow)
Obesity will be offset by all the local floods this year, not to mention the general food price hike for petrol.
Quality of roads will get better as the amount of cars will get less, note the above price hikes from fuel.

So all in all, i would say your list is becoming more of a reality as the days go by.

Dunno about the road sign issue tho.
