So what can be done about it?
A two-sided system would surely remove the gang-banging, but even then I'll venture a guess that sometimes, you'd end up with one country far outnumbering the other side and then we'd here lopsided complaints as opposed to gangbanging.
Historical plane matchups may or may not work (the depth of current planes probably makes this impossible anyways). Fighter Ace uses a 5-country setup (GB, US, SU, JP, GE). Many times it ends up being a two-country slugfest, while the other three countries are ignored and left to do whatever they want. Or people pick on the country with the lowest number of players, another form of gangbanging.
A four-sided setup might mix it up a little more, but may lend to it's own problems of gangbanging when more than one side starts to pick on a single side.
Any time more than one side concentrates on a single side, you'll probably end up with this kind of problem. So the best answer may appear to be only two sides; but as I said earlier, you can't win because then you have the lopsided issue.
I have to agree with Westy, it's the players themselves and not the setup that is the biggest cause of gangbangs. It's up to us to do something about it....which is probably just as diffucult to accomplish as getting HTC to change the setup

I don't think there is any one easy answer.
