when you are in the 8" on the destroyer, the W is for land mode and to use it you zoom in on the map and click where you want it to shoot

i just recently found the E key is SEA mode? how do you operate sea mode?

There is a detailed Fleet & Gunnery writeup at the Trainer's Website: http://trainers.hitechcreations.com/ (You will find it under "Carrier Task Force Ops")

In a nuthsell, Land Mode points your guns absolute (always on same spot, the guns are automatically compensating for ship movement) while Sea Mode points your gun relative to ship movement, your point of aim is moving with you.
