Ships in Early War

Would it be possible for early war to turn off the 5inch guns,or maybe the proximity fuse?  Might make torpedo planes more fun.

Proximity fuses were introduced in 1944 IIRC. Only drawback is the availability of the Lancstuka in the EW arena, but I'm all for the idea anyway.

Even without proximity fuses, the gunnery crew on 5" AAA would set a delay for the burst, causing "puffy" ack.  FWIW most of the damage to civilian areas during the Dec 7 attack on Pearl Harbor was because of falling 5" shells which had not had their delay set.
