You can get a CH Fighter Stick -USB   for under a $100.00 and it has a rotary throttle wheel on the base......start with this and build to it down the road to have a Full HOTAS  setup

then add the USB Pedals   then add the USB Throttle  ( or vice versa order   your preference )

Definitely CH for the stick and pedals.

Hats wear out far to quickly on Saitek sets. The only thing good that Saitek ever made was the throttle portion of the X45 set. Trust me, I used more Saitek sticks than I'd like to admit. I'm now a CH convert, but I'll never give up my X45 throttle...
