How do you modify the skins?

It may sound really noobish, but I've started looking at the skin requests and would like to start making my own.I'd like to hear about any tips, programs used, andhow to submit them.Thanks in advance.
Quite frankly, I just don't give a damn.

first read the section thats linked at the post above by skuzzy called skin submissions.
This tells you how to do the skin from making the folder to submiting the skin.

you need a graphics program something like photoshop,paint shop or gimp,you need a program that works with layers to
do your work.If you work in layers and take your time it should be easy to change things or fix mistakes.

what kind of tips are you looking for? Krusty gave you a great set of links to get you going, the rest is just hard work.
