Free flight, pay for ammo

I just had this thought and it would be a big change that would require testing. But how about a "test" arena, just to see if it would help HTC's marketing efforts, where anybody can fly for free for as long as they want, but they don't get any ammo unless they join up and pay $$$. Paid subscribers could go in with ammo and guns to "motivate" them. The good-hearted among us could escort them while training them and encouraging them to join and buy some ammo.

I am not asking this as a rhetorical question, but what is the shortcoming of unlimited offline play, a fully functional free 2 weeks online, then pay (very little) to play?  Why does there need to be something beyond that?

I get it, it's an arena where the paying subscribers get to cherry pick all the non-subscribers.  why not just go offline and pick the drones over the field it's the same thing.
