My C.O. uploaded our new squad noseart about a week ago. He can see it on our planes/gv's, but no one else can see it.
After HTC approves it, do their severs attach it to our rides, or does each squaddie have to place it into the "squads" folder?

server should attach it, just takes awhile for them to approve it.

I think you need to remove the old art from you squads folder as well.
