I thought the "Keel Effect" of the wing configuration was a function of longitudinal stability only, independent of side slip and yaw? That only when dihedral/anhedral are introduced does side slip and yaw come into play.

Hmm not sure about the first part of this statement.
Your post about dihedral/anhedral earlier was spot on. However in this last statement dihedral/anhedral are there when sideslip and yaw occur, not the opposite. Dihedral and other cross-flow effects are dependent on relative airflow from the lateral direction. In other words dihedral is there for the specific purpose of addressing roll stability from rolling induced by yaw and sideslip, not the other way around.
