Here's what you do:
.wind alt heading speed rise-speed
An example:
.wind 7000 180 10 5
This creates a wind layer from 7,000 feet to 30,000 feet, blowing South at 10mph, with a 5mph rise. Fairly simple actually. You can play around with it offline, by blowing up a fuel bunker. Watch the smoke direction from a fixed position, and change the settings as necessary. Note that you don't need to give a rise speed if you don't want one. Simply leave out that variable and it'll still work. I created a wind layer from 0-8,000 feet that had a 120mph rise. Had my B-17 at 8k in under a minute, and when I trimmed level, the nose was pointing down at 35º!!! Kinda fun actually.
Note: Wind in the arena is currently blowing South from sea level to 10k, at around 8mph.
